I've had radiators taken out of the top floor of my three flat and central HVAC put in. The first and second floor are still served by the boiler. The contractor was supposed to cap the old steam pipes just above the floor. Now he's telling me that he has to leave them 5-6" high sticking out because he's afraid the machine (threading?) used to cut and cap can't cut any lower without risk of causing a leak in the remaining pipes below by breaking a seal or weld or something. Does this make any sense. It looks crappy, that's for sure.
What he means is, he doesn't want to take a chance removing the pieces sticking out of the floor. When you remove a piece of pipe from a fitting you use 2 wrenches, one on the pipe and the other on the fitting to stop any movement. If he tries to remove the pipe and turns the fitting instead, how will he access it to repair it? I suggest you get a fake potted plant, cut a hole in the bottom and place it over the existing pipes. Or a magazine rack, umbrella holder. Be creative! Hope this helps!
