i dont have hot water in kitchen or bathroom when tap is half open?
whereas this didnt use to be a problem, i have had the boiler man check the boiler and all is working fine there , in the bathroom i have mixer taps for basin and shower but shower is fine, in the kitchen i have a mono mixer, if i open these taps fully then the water runs hot but as soon as i slow the flow , the water runs cold,
the bathroom is situated on first floor and kitchen is on ground floor, so they arent very close to each other , yet all other taps in the hose are fine, can anyone help as this is mind boggling,

The first thing that I would check would be that there is not a hot and cold line connected together in the cellar
(did someone recently do some work on the water supply system) If the answer to that is no -
The next step I would take is to repair the kitchen faucet and make sure that its not crossing over (unlikely but it could be)
Sometimes though a shower can cause the problem. What kind of shower valve do you have (Moen, Delta, Grohe, Danske)
Some shower valves have "live checks" that are supposed to keep the cold and hot separated if they are failing they could be allowing the cold and hot to cross which could show up in the other fixtures
