HHO Fuel Cell, Should I use neutral plates?
I am making a fuel cell, and I can fit 28 plates in my container. What would be most efficient + - + - and so on or should I leave a neutral plate in between each?

Im not using this for a car, just thought Id get the best answers from this section. I simply need to produce a decent quantity of oxygen from electrolysis.
By your language you use it seems to me that your missing something.
When you use electrolysis to get oxygen you will always get exactly the same amount of oxygen for the volume of water and the amount of power used. Water always contains the exactly same amount of hydrogen and oxygen atoms and when a current is passed through it will produce the same amount of each gas. The amount of plates used or even the power used will not change this. The difference between using many plates and just two is that you increase the surface area. But you would still need to increase the electrical power to increase the SPEED of the reaction.
You said you want to capture oxygen. The normal method to do this is to place a container filled with water and a with a water seal above the anode. As oxygen forms on the anode and the bubbles rise they will fill the container and displace the water in it. To do this effectively in your container you would have to do this above each anode. That would be 28 containers. You would then have the problem of joining all the oxygen from different containers.
If you wanted to increase the speed of the reaction you would have to simply increase the DC power attached to one anode with one container. Take a look at the article below It is not too bad.
A hydrogen "fuel cell" does just the opposite and combines hydrogen and oxygen through a membrane that causes the whole thing to produce electricity. The membrane separates hydrogen atoms from their electrons. A fuel cell does not produce oxygen. There are energy negative devices on the market that are sometimes confusingly, also referred to as "fuel cells" by the sellers. (Intentionally misleading?) They use electrolysis but don't separate the resulting gases. When used for vehicles they are essentially a scam. If the power to separate the elements from water initially comes from burning gasoline then the process is energy negative to the vehicle.
