Milotic should use water pulse instead of surf, Milotic's special attack rating is high and it's still a water attack and it has the added effect of confusion
Ninetails should lose one fire move for a physical attack like dig or quick attack or hyper beam if it's up against another fire type

I agree with v that surf, like ice beam, is a strong, accurate and reliable move. Milotic's special attack rating is high enough for me though, to go with water pulse because of the 10% probability of confusion, but surf is an all right choice too. It is your team and your call after all
