We are seasoned flyers, so I think I can help you with this.
If you check your baggage with the airline (meaning that you are not personally carrying the bag on board the plane with you and you are letting the airline store it below where you can't get to it while in flight), you can put the razor in the bag you are checking in when you check in with the airline (when you get to the airport and are not taking through security). What you have described above is what they will not let you carry ON the plane on your person.... checked baggage you can.
Also, just a word of advice that you didn't ask for but I'll give as I know it can be a pain sometimes to get through security...
Just to make it easier on you, do NOT pack ANY liquids. I don't even do the less than 2 ounces that they will let you have on board. Just because I don't want to have to explain/claim them. While I'm packing for the trip, I go through my purse/tote bag/camera case and make certain that I comply (they WILL confiscate if you don't comply with the rules - it's for our own safety). Here's another travel tip - when I pack - whether for checked-in or carry on bags - I use zip lock clear bags -in whatever size accommodates- so it makes it easier for everyone involved. Such as: I combine all toiletries in one bag, shampoo/conditioner in another, makeup in another, etc.
I hope this eases your packing and answers your question.
