Within your budget you are looking at a hobby cutter . It will cut vinyl for weather proof applications, that only hitch is it doesn't print.
You are not going to get a printer and cutter on your budget.
You either get just a cutter, go monochrome vinyl, or go just a printer and and not have the longevity.
