What is the steel bar running from control arm to control arm?
Some people call it the "sway bar", but a better description is "anti-sway bar", as it prevents the car from swaying in corners.
But the correct term is "stabilizer bar".
It is a form of torsion bar, but this name is more often applied to the suspension part that takes the place of the front coil springs on most older Chrysler rear wheel drive cars and many later model 4 wheel drive pickups with CV joints as opposed to solid axles in the front. (the S-10 being a good example)
I don't know why it would be called a "lower tie bar", especially the "lower" part, and it is most certainly not a "tie rod". That's a part of the steering linkage.
